- Rules and Regulations
- 1. Social Membership Rules and Requirements:
- Social membership in the Horseshoe Point Pioneers Club is a privilege provided to both prospective social members and their deeded sponsors. This privilege comes with responsibilities and requirements of both parties to ensure the privilege is not abused. To be quite clear, social membership is not to be viewed or used as simply a way to gain access to the boat ramp. Social membership is just as the term implies, a “social” position which requires said social members to be involved and participate in club activities. Failure to do this can lead to the board taking action to cancel social membership.
- The following rules and requirements apply to all prospective social members, current social members, and deeded sponsors of each:

a.) Only deeded members may sponsor a prospective social member (per by laws).
- b.) Deeded sponsors shall present prospective social member/family to any officer or board member. Should the prospective social member meet the requirements as stated within the by laws, the Secretary will add them to the official waiting list. Date of sponsorship is the date the Secretary makes the addition to the waiting list.
- c.) Deeded sponsors are responsible for the conduct of those they sponsor. In addition, deeded sponsors are responsible for communicating club rules to those they sponsor, and ensuring they fully understand requirements for acceptance as social members.
- d.) All prospective social members on the waiting list shall be required to attend a minimum of three (3) functions or activities before being considered for acceptance vote at a regular meeting. Failure to do so will result in removal from the waiting list.
- e.) Upon acceptance of social membership by a majority vote, social members are highly encouraged to continue participation in club functions and assisting in club activities such as volunteering for various committees responsible for overseeing club meetings or caring for the clubhouse, ramp, and property. Failure to do so can result in board consideration for removal or suspension of social members privileges (such as use of the boat ramp).
- f.) Deeded sponsors may, at any time, withdraw said sponsorship or request board consideration to remove or suspend social membership of those they sponsor. Sponsorship is a continuous activity and does not end when the prospective member is voted on and approved. The deeded member has an obligation and responsibility to ensure those they sponsor as social members continue to fulfill the requirements of social members even after vote. Quite simply, all social members should fully participate both during their waiting period as a prospective member and after club inclusion.
- 2. Use of the clubhouse and property:
- The clubhouse and property may be used by club members and their guests. Guests of club member must always be accompanied by a club member while on the property. Periodic use of the property by members is by reservation and on a first come, first serve basis. Please contact a club officer/board member about your event and to schedule and ensure it is placed on the calendar. Borrowing of tables and chairs is permitted if it does not interfere with other club events. Tables and chairs will be returned within 4 calendar days to permit use by other members. They must be returned clean and serviceable. Use must also be recorded on the log sheet posted inside the clubhouse on the bulletin board.
Tables and chairs are never to leave Rocky Point and are not for commercial use. Please return within 4 calendar days.
After clubhouse use, clean thoroughly to include floors, bathrooms, kitchen, and dishes.
Children under the age of 18 are not allowed within the clubhouse unless accompanied by and adult.
- 3. Use of Boat Ramp:
- Club Members with Paid Ramp Dues: Club Members who have paid their full annual dues plus ramp fees may use the ramp at anytime. These members must display a ramp sticker on their trailer; however, in the case that they launch a boat belonging to an out-of-town guest or relative, they must have a placard in the vehicle with the club member’s name prominently displayed. In addition, the club member must remain with the guest and boat while on the property, launching, or at the dock. For those who pay annual ramp dues, a boat trailer sticker will be provided and instructions on proper display given. Boat Trailer Sticker Contact: treasurer@hppclub.us. Failure to identify vehicle and/or boat trailer in relation to club member of good standing, may result in towing of vehicle at owner’s expense.
- Club Members without Paid Ramp Dues: Some members choose to not use the ramp or pay ramp fees for various reasons. These members may still utilize the ramp on occasion but must pay $20.00 per use, with a cap of $165.00 per year. This rule also applies to any occasional use by out-of-town guests or relatives of the club member. As is the case with those who pay ramp dues, a placard with the member’s name must be prominently displayed and the member must remain with the guest and boat while on the property, launching, and at the dock.
- Any questions regarding properly displaying the member’s name or occasional use of the ramp can be directed to any of the officers listed in our contacts.
- Please remember to shut off the water, re-coil the hose, and turn out the dock lights before you leave. Also, please bring your trash home with you as we have no garbage service. Additionally, there is no overnight docking of your boat and never leave your boat unattended at the dock.
- 4. Parking:

Because of the limited space available for parking please back trailer into grassy area. Boat owners must make every effort to park their trailers in a manner that will best utilize the property and not hinder access to the ramp by other members. If the property is full, use the south shoulder of General Lee Terrace outside the front gate. Always remember to keep gate closed and locked to prevent unauthorized use. Lastly, ensure your boat trailer sticker is displayed properly.
- 5. Dogs:
- Dogs are of course allowed on the property (not in the clubhouse), however, all members must follow Martin County code (Section 9.90 - Animal Restraint Law) and leash law which states that all dogs must be under the restraint or control of a competent person by means of chain, leash, or similar device. Dogs are to never be allowed to run loose. In addition, members are required to clean up after their dogs and take any waste home for proper disposal.
- 6. Property Damage:
- During the course of day-to-day use, members occasionally have minor accidents which damage or destroy small elements of the property not covered by insurance. These things include bollards, gate, dock, water hoses and lines, kitchen equipment, etc. Members are expected to replace or repair as necessary, and absorb all costs associated with the repair or replacement. Damages need to be reported immediately to any officer or board member.
